Why can't companies be taxed where their customer is?

Hi,
Surely it would be much easier to collect tax if they just collected it in the country where the customer is? For example, if someone in London buy something from Amazon then they pay tax in the UK at the UK rate. Much harder to avoid. Wonder why this cannot be done?
I didn't find the right solution from the internet.
